Additional Homeless Shelter Offered to Chillicothe

A Chillicothe native hopes to return with additional homeless shelter(s) for this winter. Jasmine Garnes Franklin, founder and CEO of “3rd Shift Warming Cooling Center,” introduced herself to Chillicothe Council Monday evening. She told them her 12 to 15 years of experience, and got an invitation to communicate further with the city.

Franklin told me she wants to partner with the current facility, and get funding from the city, to set up 24-hour warming center(s) from November 1st thru March 31st to “see the outcome of getting people off the streets, meeting them where they’re at, getting their barriers taken care of, and all of that – that’s the main thing for me.”

Franklin said her shelters do not exclude anyone, and allow residents to stay in them all day and night instead of the usual 6pm to 6am. Also, pets are allowed, though can’t wander from cages that she provides. (Among the 100 resident she manages in Columbus, she says there are 32 animals.)
