Chillicothe Council Again Delays Trespass and Livestock Legislation

Two controversial ordinances again got public attention in Chillicothe Council Monday night. Kevin Coleman was there.

Council member Julie Preston had to redo taking the homeless camp legislation out of commission. She said the law director had told her the day after the last session that to "lay it on the table" was the wrong action.

The Reverend Terry Williams, a critic of both legislative items, also pointed out the flawed procedure.

Preston had said last session that she wanted to "let it die" and then regroup on the proposed ordinance.

The livestock ordinance was sent back to committee from third reading. There are concerns from residents of new condos off far Western Avenue that the undeveloped former farmland next to them would allow a large number of animals.

There was also criticism that FFA, and both boy and girl scouts, need to be excepted from the revised ordinance, as well as 4-Hers - and, a complaint about lack of responses to emails about the ordinance.

The Reverend Terry Williams addresses the Trespass and Livestock Legislation again, as their sponsor, Julie Preston, presides over council as council president pro tem.
