Ross County Grand Jury: Theft by Tow Truck, Western Avenue Chase

The Ross County Grand Jury returned 16 of their cases Friday, with six open.

In one, according to the Ross County Prosecutor's Office, on October 1st, a Sheriff's deputy happened to see a tow truck pull into a driveway in the 8000 block of US 50, while a truck just ahead of it continued down the highway.

The towtruck operator said he was hauling junk cars that he understood were owned by the couple in the truck. The property owners happened to be there and told the deputy they were missing a green van. They had reported trespassing on the property the day before.

The deputy caught up with a couple in the truck who admitted they tried to sell the van to a junkyard. A .40 caliber handgun and ammo were found on the floor of the truck.

For indictments on grand theft, 50-year-old Mary E. Good, aka Mary E. Humphrey, and 41-year-old Ralph E. Humphrey III could each get up to 18 months and $5,000 in fines. Additionally, Ralph was indicted for carrying a concealed weapon.

In another, according to the Ross County Prosecutor's Office, on September 9th, U.S. Marshalls and the Southern Ohio Fugitive Apprehension Team attempted to serve a probation warrant on Ross County resident Jacob Carrol, who was spotted in a car in Pickaway County...but they lost the car.

They tracked the car's owner to a Chillicothe address, but saw Carrol and a woman leave in the same car.

After they refused to stop, the agents boxed in the car on Western Avenue and stopped it near Stone Ridge Plaza - but after the driver caused more than $1,000 of damage to one of the agent's cars.

Inside it they found crystal meth in a purse. Carroll's charges were not released from this Grand Jury - but for indictments on vandalism and aggravated possession of drugs, the driver, 40-year-old Rachel N. Baker, could get up to a year and $2,500 in fines.
