The Washington CH Police Department reports that they assisted the fire department at the Blue Stone Inn at the 1100 block of Columbus Avenue at 1:30 this morning .
The man at the front desk was passed out because of his intoxication level, and could not allow entry to the fire department in responding to an alarm.
Matthew S. Risner was charged with disorderly conduct by intoxication.
