Chillicothe Council Creates Development Districts, Protests Tax Changes

In their Monday evening session, Chillicothe Council established the first four "Chillicothe Downtown Development Districts," with the hope that more will be added. 

Mayor Luke Feeney said he worked with the county commissioners on this tool for economic development, and complimented Diedra Nickerson on her work to shepherd it to passage in time before the end of the year. 

Feeney also mentioned he recently worked with the city school board when they asked for a decreasing rate of property tax exemption over 30 years in the legislation, since that impacts their funding. 

Devon Shoemaker saw his ordinance pass to spend $8,000 for decorative sleeves for the poles of new parking meters, which Mayor Feeney said was the cheapest way to improve their appearance for the downtown. 

Council also passed a resolution opposing the state legislature's proposed changes to income tax collection, which Auditor Kristal Spetnagel said is in response to different employment conditions during the pandemic.
