Chillicothe Council "Zooms" Through Legislative Session

Chillicothe City Council moved through 12 pieces of legislation during its regular meeting, Monday. Council members and city officials met virtually in a session that was broadcast via Facebook Live due to the COVID-19 pandemic.

On first reading, council members passed ordinances to appropriate $42,180 for the final two years of Transit Department scheduling software, to re-appropriate $10,550 for the purchase of a new Transit Department phone system, and $2,430 for the Law Director's Office's computer file storage expenses. City Auditor Kristal Spetnagel said the amounts will be reimbursed.

Council also passed a resolution to extend the deadline for income tax payments to July 15. The city auditor said income tax payments can be mailed to P.O. Box 457 or placed at drop boxes at the City Water Department, Ross County Court House, and the Ross County Service Center.

All legislation passed included:

1. A resolution strongly urging the Ohio Governor and members of the Ohio General Assembly to restore the local government fund to pre-recession levels (third reading). 

2. An ordinance approving the dedication of right of way of Kiaan Street for public street purposes and accepting improvements for public use and maintenance of said right of way (third reading). 

3. An ordinance authorizing the Mayor of the City of Chillicothe, Ohio, to execute any and all documents in connection with granting an easement to Ohio Power Company, a unit of American Electric Power (first reading). 

4. An ordinance appropriating $42,180 to pay for the final two years of Transit Department scheduling software and declaring an emergency (first reading). 

5. An ordinance appropriating $2,430 for Law Director's Office computer file storage expenses and declaring an emergency (first reading). 

6. An ordinance re-appropriating funds in the amount of $10,550 for the purchase of a new Transit Department phone system and declaring an emergency (first reading). 

7. An ordinance appropriating eligible 2019 grant funds and declaring an emergency (first reading).

8. An ordinance authorizing the Mayor of the City of Chillicothe, Ohio, to enter into an agreement with the Walter H. Drane Company to update codified ordinances of the City of Chillicothe, to prepare up to twenty sets of the replacement pages, to update the code on the Internet, and declaring an emergency (first reading). 

9. A resolution approving the extension of deadlines for income tax and income tax estimated payments for the first and second quarters to July 15, 2020, waiving all interest and penalties to July 15, 2020, and declaring an emergency (first reading).

10. A resolution authorizing the appropriate city officials to apply for and enter into an agreement with the Ohio Public Works Commission Grant Funds Program for the year 2020, accepting grant funds if awarded, and declaring an emergency (first reading). 

11. An ordinance authorizing the Auditor to advance funds from the General Fund to the Transit Fund on an as-needed basis and declaring an emergency (first reading). 

12. An ordinance declaring a State of Emergency in the City of Chillicothe due to the COVID-29 pandemic, empowering the Mayor with extraordinary powers during the State of Emergency, and declaring an emergency (first reading).
