Former Leesburg Policeman Accused of Sex Crime Against A Juvenile

A former law enforcement officer in Highland County stands accused of giving a 12-year-old girl alcohol and exposing himself to her.

Former Leesburg Police Sergeant Roy Stephens is the suspect. The alleged victim was at Stephens home on June 20th through June 21st of this year. She told her mother that Stephens gave her alcohol throughout the night, at one point suggesting she drink something fast so it will "mess you up faster".

The girl also told police, Stephens gave her at least three beers, some sort of vodka lemonade and an unknown alcoholic drink. She told police she didn't drink too much and while she felt the effects she didn't think she was impaired.

According to court records, the girl claimed Stephens asked her if she had "ever done anything", believing he meant anything sexual- to which she replied she had not. At the end of the event, she and Stephens were in a truck when she said he gave her a beer. He then took out his penis and began to play with it.

The girl said she went back into his home. He followed a few minutes later and told her he didn't mean to scare her, according to court papers.

Stephens was on paid administrative leave from June 21st, using sick and vacation time and then unpaid leave from July 2nd. He is no longer employed by the village.
